KEY PERSONNEL
 
  HENRY J. HALEY, P.E., P.P., CME - President  
  As President of CES, Henry is a respected land development and environmental engineering expert.  
 

Over 40 years experience in all phases of Planning, Design and Construction of numerous Civil Engineering projects.  Projects included complete site engineering responsibility for tracts of land ranging from 1 acre to 1,000-acre parcels that required land planning, field surveys, aerial topography, water and wastewater management, storm water control and environmental planning.  As the head of an engineering organization, he is responsible for the CES organization including managing, engineering, surveying and construction activities.

 
  Henry has represented clients in front of local planning and zoning boards through South Jersey over the past 30 years.  
 

Henry was named Distinguished Engineer of the Year “2007” – South Jersey Chapter of American Society of Civil Engineers.

  NORMAN K. RODGERS, III, P.E., P.L.S. - Vice President  
 

Norm Rodgers experience includes municipal engineering, roadway, water and sanitary sewer improvements/upgrades, and streetscape improvements. He provides reviews and project management for land use boards, along with conceptual and detailed engineering design for private and municipal clients. Also, Norm has comprehensive land development experience in design, planning, permitting and presentation and testimony for public hearings.

 
  He is responsible for many land development projects which include residential, commercial, retail and industry.  
  Norm has extensive in-depth knowledge of various types of civil, environmental and mechanical engineering disciplines which include: hydraulic systems (dry/liquid chemical feed, filtration, pH adjustment, pumps, valves, piping networks, electromechanical controls) hydraulic structures (basins, lagoons, clarifiers, reservoirs, dams, culverts, channels, weirs, groundwater wells, water storage tanks) water treatment/supply, wastewater collection and conveyance systems, process equipment layout/design, facility/building layout/design, soil/water remediation, stormwater management, grading, pavement, plumbing, heating/ventilation, lighting and surveying. He can provide capital improvement planning and budgeting and detailed project cost estimates.  
 

Norm has served as the Westville Borough Municipal Engineer and Land Use Board Engineer, and Public Works Engineer since August 2003.

 
 

Norm has served as the Gloucester City Planning and Zoning Board Engineer since January 2007.

  MARGARET KULIK,P.L.S. - Vice President  
  Margaret is a Professional Surveyor with experience with all aspects of surveying. As a Geodetic Specialist, she is responsible for the technical management of all Global Positioning System (GPS) projects including design of the geodetic networks and all associated computations.  
  During 27 years of service with CES, Margaret has been assisting different municipalities in several counties to maintain their Tax Maps. Ms. Kulik prepared new maps from original records, revised existing mylars, created new plates for new subdivisions for several different municipalities.  She has previuosly been maintained the Tax Maps for Mantua Township, which included revisions for Revaluation Inspection requested by New Jersey Division of Taxation.  Currently, CES is maintaining the Tax Maps for the Borough of Westville.  
  As a licensed land surveyor she is responsible for traverse computations, boundary determinations and preparations of land surveys and topographic maps. Including calculations of residential and commercial subdivision and preparation of Final Plans systems and development of Parcel Maps for State Roadway Projects.  
  Margaret has overseen GIS projects for utility mapping and submittals to municipalities with a GIS system and submittals to the the NJDEP in GIS format required.
